Penang, being one of the most industrialized state, able to leverage on hardware MNC like Intel, Dell, Acer base in the state to attract India software company like Tata Infotech, Wipro, Infosys to come and set up a MSC company (Software outsoucing) in Penang.
Indian software company also able to get outsourcing business from country like China and Taiwan as there is no language barrier in Penang as Malaysian has multi language skill. Staff in India, unable to communicate in Mandarin with Chinese and Taiwanese company unlike staff in Penang. Make it attractive for India software company to set up a base in Penang.
Taiwan hardware company like Acer able to venture into software business as Malaysian has the necessary language skill to communicate with them (Taiwanese and China company) and with US and India. Indian company, unlikely to invest in China and Taiwan due to language barrier as there unable to speck Chinese whereas Taiwanese find it difficult to manage if they set up a company in India. However, Taiwanese has no problem living in Malaysia with similar food available. Yet they able to invest in in software business.
This is the potential Penang state government and InvestPenang Bhd need to capitalize on.

Do you realize that cyberjaya do not have Intel's factory, Dell's factory! That is the difference.
If you base in Klang Valley. Do you willing to work in cyberjaya? Nearest shopping mall is The Mines.
